When I complaimed I was told that was because everyone was havng baths at the same time and the heating system could not cope.

Highly unacceptable.

The staff were exceptionally friendly and willing to assist, even though I spoke very little French. Closely located to the Eiffel Tower, sightseeing buses and the Metro, the Hotel Eiffel was an excellent choice of Hotel for the first-timer to Paris. The hotel room was very clean and well presented. The housekeeping service to the room was excellent and very welcoming at the end of a very busy day of sightseeing.
